Ingredients:

Instructions:
1. In a large mixing bowl, combine the flour and salt for the dumpling dough. Gradually add warm water while stirring with a fork or chopsticks until a dough forms.
2. Knead the dough on a lightly floured surface for about 5 minutes until smooth and elastic. Cover the dough with a damp cloth and let it rest for 30 minutes.
3. In another bowl, mix together the ground meat, chopped vegetables, garlic, soy sauce, sesame oil, grated ginger, salt, and pepper to make the filling. Stir until well combined.
4. Roll out the dough on a floured surface into a thin sheet, about 1/8 inch thick. Use a round cookie cutter or a glass to cut out circles from the dough.
5. Place a spoonful of the filling in the center of each dough circle. Fold the dough over the filling, pinching the edges together to seal and creating a half-moon shape. You can also create pleats along the edges for a decorative touch.
6. Repeat the process until all the dough and filling are used.
7. Bring a large pot of water to a boil. Carefully add the dumplings and cook for about 6-8 minutes or until they float to the surface and the filling is cooked through.
8. While the dumplings are cooking, prepare the dipping sauce by mixing together soy sauce, rice vinegar, sesame oil, and chili oil (if using) in a small bowl.
9. Once the dumplings are cooked, remove them from the pot using a slotted spoon and serve them hot with the dipping sauce.
10. Optionally, garnish the dumplings with chopped green onions or sesame seeds for added flavor and presentation.
